Machine lace
If this piece was cut up it could be made into a number of small mats. The cut edge look a little like picots. The total size shows that it must be machine made. Also all effects are made the same way, just more or less dense. The passive threads are far more sparse than the worker threads.
This piece is too big to fit in my scanner (which is how I am reproducing the lace) so I can only show part of it on the right. The entire piece is photographed below to show its shape.
