A fan is a solid headside. Click here to see how to work a fan, with an animation. I suggest that you are confident with working fans before trying this variation.
This type of fan is worked in cloth stitch. In each row, work all stitches as cloth stitch. When working a row towards the edge, twist the worker pair before working the edge passive pair. When working a row in the opposite direction, twist the worker pair after working the edge passive pair. This produces a fan with the edge looking distinct.
It is possible to twist the workers in other places in each row, such as the middle. This has made gaps in the centre of the fan, which tends to push out the edge of the fan. This helps the shape of the fan.
