Use nice "bling" threads! I suggest gold for the stars. The fans and the framing pair could be the same colour, or different as you please. They could also be plain thread (perhaps dark blue as sky, to high-light the gold of the stars) or a contrasting sparkly thread, say red or green (Xmas colours). There are two lengths of this pattern - choose the one you prefer.

Get the right colours hung from the right top pins. Take the worker pair from one of the fans (doesn't really matter which, and work with cloth stitch across all other pairs, then back again, so it ends up where it started. Loop this worker pair round the back of the pins that it was originally hung from. This is to give a firmer top edge and frames the design.
The other parts of the pattern are fans and spiders, with a line of Torchon ground to frame the spiders (and incidentally to separate their legs). You start (and end) with a half fan. I hope you can see how to do this.
At the bottom, do another two rows of cloth stitch across all pairs, same as the top. You can finish off either with a fringe, as usual, or tie reef knots with the strings of each pair, and trim then quite close to the knot. But not too close, or it comes undone!
