AA = Alternative Arrangements under Section 31 (option for councils with less than 85,000 population at 30 June 1999).

BNP = British National Pty, ED = English Democrats, ICHC = Independent Community & Health Concern, Lib = Liberal Pty, MK = Mebyon Kernow, RA = Residents Assns, Resp = RESPECT, SDP = Social Democratic Pty, SSP = Scottish Socialist Pty, If not marked, they are "Ind", i.e. Independents and very local "parties"
