The tally on this fan is above the fan itself. This type of tally is called a raised tally. See pattern 427 for an example of this fan.

I suggest that you are confident with working simple fans before trying this variation.

The stitches in the fan can be cloth stitch or half stitch. The photo is half stitch, and that may be the best stitch, and the tally reduces the number of passives in the middle part of the fan, so cloth stitch might look rather sparse. However, the explanation gives a single line for a pair, which makes more sense for cloth stitch. Both cloth and half stitch fans are worked the same way, however, and half stitch is HARD to draw in diagrams!
